Military and the Media:
Protocol, Propaganda or Public Relations?

Chuck Little and
Ray Brooks from the U.S. Marine Corps Forces, Pacific and
Charles "Chuck" Anthony from the State of Hawaii, Department of Defense speak about what it takes to manage public opinion during a time of war and continual crisis. The panel will provide ancedotes from recent deployment situations with media in the Middle East and also share stories about their ongoing progress to communicate their government department's missions with Hawaii, national and international media.
Chuck Little, Deputy Director of Public Affairs for U.S. Marine Corps Forces, Pacific,
has nearly 25 years experience in the Public Affairs and news media industries. He
served nine years active duty in the Marine Corps, after which he was a
photographer/producer/assignments manager/reporter for KGMB-9 here in Honolulu. He
has worked as a civilian in Marine Corps Public Affairs since 1996.
Capt. Ray Brooks serves as the Public Affairs Operations Officer for U.S. Marine Corps
Forces, Pacific. He returned in December 2005 from six months with the U.S. Central
Command, coordinating international media operations throughout the CENTCOM area
of operations and serving as the media officer for Gen. John Abizaid. He has been a
Marine Officer for nearly ten years.
Major Charles J. Anthony, Public Information Officer for the State of Hawaii,
Department of Defense, manages media and community relations programs for the
Hawaii National Guard, State Civil Defense, the Office of Veterans Services, the Youth
Challenge Academy and issues related to Hawaii's homeland security. Anthony has
traveled through the Middle East on several active duty U.S. Air Force assignments as
Chief of Public Affairs for the 363rd Air Expeditionary Wing in Saudi Arabia and for the
506th Air Expeditionary Group in Iraq. Anthony received the National Guard
Association of the United States award for "Best community Relations Program" in 1999
and a commendation in 2000 from the Chief of the National Guard Bureau for "Best
Public Affairs Environmental Program."
